ABOUT THE SPEAKERS
Dr. David Scharia
Dr. David Scharia is the first and only Israeli to ever work as an expert for the United Nations Security Council. Since 2005, he has served as Legal Officer, providing legal advice to the Security Council's Counter Terrorism Committee (CTC) on member state implementation of relevant Security Council resolutions on countering terrorism. His responsibilities include all legal aspects of the fight against terrorism.
Very recently, Dr. Scharia was promoted to Senior Legal Officer and Legal and Criminal Justice Coordinator at the Counter Terrorism Executive Directorate (CTED) of the United Nations Security Council. As head of the legal and criminal justice group, Dr. Scharia leads a group of international legal experts, strategizes the group’s activities, and develops the legal policy of CTED.
Columbia Law School invited Dr. Scharia to be a National Security Law Scholar-in-Residence from 2011-12.
Before joining the United Nations, he was a First Senior Deputy at the Supreme Court division in the Attorney General's office in Israel. In that role, he was the Lead Attorney in major counter-terrorism cases before the Supreme Court of Israel. Many of these decisions were groundbreaking, both in Israel and internationally.
Dr. Scharia holds an LLB, LLM and a PhD from Tel Aviv University, one LLM and two PhDs in Law. He is the author of The Supreme Court of Israel and the Fight Against Terrorism: From PM Rabin’s Assassination to Operation Cast Shield (Hebrew University Press, 2011, in Hebrew; Oxford University Press, 2013, in English). His second book, Wiretaps, Informants, and Secret Agents: Maintaining the Rule of Law in the Prosecution of Terrorism will be published in 2013 by Oxford University Press.
The Honorable Shai Bazak
Shai Bazak has been the Consul General of Israel to New England since 2010. A well-known media analyst in Israel, he has held positions in both the Israeli government and the private sector.
Mr. Bazak served as media director and spokesperson for Benjamin Netanyahu when he led the opposition (1994-1996) and as prime minister (1996-1998). He was the Consul General of Israel to Florida and Puerto Rico (1998-2000) and very involved in launching of the North American organization Nefesh B’nefesh, which promotes aliyah.
Mr. Bazak was Managing Director of Old City Partners, an American high-tech private investment company in Israel, and lectured on media and spokesmanship at the Interdisciplinary Center in Herzliya (2008-2010). He also served on the committee regulating commercial television and radio in Israel, and on the boards of several businesses and public organizations. As a political journalist and strategic consultant, he appeared in public forums focused on politics, public diplomacy, and Israel-US relations.
Born and raised in Jerusalem, Mr. Bazak served in several IDF combat units, holds a Bachelor's degree in Social Sciences from the Israel Open University, and a Master's degree in Public Administration from Bar Ilan University.
